Dear Mr. Miller:
Enclosed is a copy of the final exercise report for the March 19,1997, full-participation plume exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Vermont Yankee Nuclear Power Station. The State of Vermont and the towns of Vernon, Brattleboro, Dummerston, Guilford, Halifax, the State of New Hampshire and the towns of Chesterfield, Hinsdale, Keene, Richmond, Swanzey, Winchester, the Commonwealth of Massachusetts and the towns of Bernardston, Colrain, Gill, Greenfield, Leyden, Northfield, and Warwick fully participated in the exercise. Copies of this report will be provided to the States of Vermont, and New Hampshire, and to the Commonwealth of Massachusetts.
There was one Deficiency identified during the March 19,1997, exercise. The Deficiency was the result of a failure to sound sirens within the 15 minute required time limit during the first alert and notification sequence. All subsequent siren activation sequences directed by the State were completed within the 15 minute criterion. There were also thirty-three Areas Requiring Corrective Action identified. FEMA Region I staff will monitor the status of the corrective actions.
Based on the results of the March 19, 1997, exercise, the offsite radiological emergency response plans and preparedness for the States of Vermont, New Hampshire and the Commonwealth of Massachusetts and the affected localjurisdictions, site-specific to the Vermont Yankee Nuclear Power Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site. Therefore, the interim approval of the offsite radiological emergency response plans and preparedness for the States of Vermont, New Hampshire and the Commonwealth of Massachusetts site-specific to the Vermont Yankee Nuclear Power Station, will remain in effect.
