1 i Attached (pursuant to 10CTR 50.4 and 50.90) are proposed license amendments to  :

i f acility operating licenses NPT-9 and h7T-17 for McGuire Nuclear Station Units 1 l and 2. and facility operating licenses NPT-35 and NTT-52 for Catawba Nuclear Sta- -

tion Units 1 and 2. respectively. The proposed an,endments broaden the scope of  !

modifications allowed to fuel assemblies involving the fuel rod locations, and  !

l I delete the specified maximum total fuel rod uranium weight limit, for both McGuire  !

i Units 1 and 2. The proposed Catawba amendments allow modifications to fuel assen-blies involving the fuel tod locations similarly to the proposed McGuire amend-

j eents (the maximum total fuel rod uranium weight limit has previously been deleted [

j from the Catavba specifications), and delete an obsolete provision in the specifi-  !

j cation. These changes are being requested to allow flexibility in loading pattern  !

designs and repair of fuel assemblies containing defective fuel rods, and for  !

{ potential future use of assemblies with fuel rods ove1r the currently specified ,

weight limit.

j Attachment 1 (A and B) contains the proposed technical specification changes. l j Attachment 2 contains the justification and safety analysis to support the pre- t j posed changes. Included in Attachment 2 ( Attachment 2A) is a safety evaluation f j

regarding fuel rod uranium weight as pertaining to Westinghouse supplied compo- t i nents and services. Pursuant to 10CTR 50.91. Attachment 3 provides the analysis l rerformed in accordance with the standards contained in 10CTR 50.92 which con-cludes that the proposed amendments do not involve a significant hasards con- .

I sideration. and Duke is forwarding a copy of this amendment request application f and no significant hazards consideration analysis to the appropriate North Caro-  :

l lisa and South Carolina state of ficials. The proposed amendments have been re- l 1 viewed and have been determined to have no adverse safety or environmental impact.  !

l It is requested that the proposed amendments receive timely review and approval in I

] view of the current McGuire Unit 2 Cycle 5 startup schedule. McCuire Unit 2 Cy-i cle 4 has indications of fuel rod failures based on the reactor coolant system i iodine activity levels. Plans are being made to identify the leaking rods, remove

) the rods, and insert stainless steel rods in place of the leaking rods during the Cycle 4/5 refueling outage. Consequently the broader scope of allowed codifica-

tions portion of the proposed changes is required for implementation in the Mc-Guire 2 Cycle 5 reload core. [ Nota It is not currently known if similar modi-fications vill be needed for the next refueling outage on McGuire Unit 1 (Cycle 6 ,

- which vill occur after the McGuire 2/ Cycle 5 reload), but it is anticipated that such modifications vill eventually be necessary ou Unit 1 also. Further, modifi-  !

cations to replace leaking rods may be necessary for the Catawba Unit 1 Cycle 3/4 I and Unit 2 Cycle 2/3 refueling outages, with the lead date being the November 1988 Unit I refueling outage.] McGuire Unit 2 end of cycle 4 refueling shutdown is currently scheduled for mid-May 1988 with Cycle 5 startup scheduled for end of '

July 1988. The SIC staff vill be kept apprised of any changes to these schedules.

Pursuant to 10CTR 170.3(y), 170.12(e), and 170.21, a check for the License Amend-cent application fee is enclosed in the a=ount of $150.00.
