This letter forwards the SALP report for the Peach Bottom Atomic Power Station, Units 2
j
and 3, for the period October 15,1995, to June 7,1997 (Enclosure 1). This assessment
was conducted under the SALP process that was implemented by the Nuclear Regulatory
Commission (NRC) in July 1993. In this process, the NRC rates the performance of
j
licensees in four functional areas: Operations, Maintenance, Engineering, and Plant !
.
Support. The Plant Support area comprises radiological and effluent controls, chemistry,
i
security, emergency preparedness, fire protection, and housekeeping.
The.overall performance of the Peach Bottom Atomic Power Station remained excellent this
period. The areas of Operations and Maintenance were rated Category 1 as a result of
strong management oversight, excellent personnel performance, good planning and
. effective work control. The plant material condition was, in general, very good. The area
of Plant Support was also rated Category 1 with continued overall effectiveness of
- radiation protection, emergency preparedness, fire protection and security activities.
The area of Engineering was rated Category 2. While overall engineering performance was
'
. good,'there were several instances where operating procedures, surveillances, and tests
were not consistent with the design and licensing bases. Equipment material condition
i
remained excellent, in general. However, some balance of plant' equipment problems
challenged operators, indicating continued attention to equipment performance is needed.
' Also, we found problems with the development and management oversight of efforts to
implement the maintenance rule program.

The problem _ identification program continued to be effective in identifying, evaluating, and
correcting issues with appropriate thresholds and prioritization. Station management
' maintained a strong emphasis on self-assessment in all areas. Strong performance was
also noted concerning oversight and independent review organizations, particularly the
Independent Safety Engineering Group (ISEG) and the Nuclear Review Board (NRB).
Nuclear Quality Assurance (NOA) generally reviewed safety related activities well.
However, oversight of the maintenance rule implementation by these organizations did not
identify the maintenance rule program weaknesses prior to NRC verification.
We have scheduled a management meeting with you at 7:00 p.m. on July 29,1997, at
the Peach Bottom Site Management Building. The meeting will be open to public
observation. At the meeting, you should be prepared to discuss our assessment and any
initiatives you have ongoing or planned to address the issues identified in our assessment.
Enclosure 2 provides the schedule and basis for the NRC inspections of your facility
planned for the next year. We willinform you of any changes required to the attached
inspection schedule. The routine resident inspection effort is not included in this schedule.
