EMERGENCY PUBLICATION OF ENVIRONMENTAL ASSESSMENT - CLINTON POWER STATION, UNIT NO. I (TAC NO. M99249)
Dear Mr. Mosley:
Enclosed you will find an Environmental Assessment for the Illinois Power Company, Clinton Power Station, Unit No. 1.
Clinton Power Station, which has been shut down since September 5, 1996, is scheduled to restart their facility on July 28, 1997.
Due to the lack of 4
operating generators in the state of Illinois coupled with high load demands 1
,during peak hours, the Clinton licensee has observed unusually low voltages on their offsite grid, Because of these concurrent problems, the licensee has requested a temporary, partial exemption from NRC regulations regarding capability and capacity of offsite power sources.

Notice is necessary to allow Clinton to restart and maintain continued reactor operation during times of peak load.
Failure to publish the Notice as requested could result in an unnecessary delay in restart and would burden the licensee with a significant increase in cost and unit unavailability.
