Dear Sir:

License Change Application 164 Attached are three signed originals and 40 conformed copies of License Change Application (LCA) 164 requesting amendment of Operating License NPF-1.

A check for $150 is attached in accordance with Title 10, Code of Federal Regulations, Part 170. This LCA revises the operability and surveillance requirements, and the bases, for the Component Cooling Water (CCW) System.

Due to an NRC concern regarding the ability to isolate a pipo rupture in the Non-Seismic Category I CCW flow path, the CCW System will be operated with one of the Seismic Category I loops isolated from the Non-Seismic Category I loads. In addition, the spare CCW pump will be maintained in an operable status. The attached LCA revises the Trojan Technical Specifications to cover this new configuration. PGE will submit another LCA to revert back to the original CCW technical specifications after completion of modifications to the Non-Seismic Category I flow path. These modifications will be ecmpleted prior to restart from the 1989 refueling outage.

Also attached is one signed copy of a Certificate of Service for LCA 164 to the chief executive of the county in which the facility is located and to the Statt of Oregon, Department of Energy.
