Dear Mr. Reyes:
Enclosed is a copy of the final exercise report for the November 6,1996, full-participation plume i
exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Sequoyah Nuclear Power Plant. This report addresses the evaluation of the plans and preparedness for the State of Tennessee and the counties within the 10-mile Emergency Planning Zone. The~
State of Tennessee, the risk counties of Bradley, and Hamilton, and host counties of Meigs and Rhea, participated in the exercise. The final exercise report was prepared by the Federal r
Emergency Management Agency Region IV (FEMA) staff. Copies of this report will be forwarded to the State of Tennessee, FEMA Headquarters, and NRC Headquarters by my staff.

There were no Deficiencies identified during the exercise. There were, however, four Areas Requiring Corrective Action (ARCAs) identified during this exercise Region IV staff will coordinate with the State of Tennessee to correct the ARCAs on or before the next biennial exer 6se.
Based on the results of the November 6,1996, exercise, the offsite radiological emergency response plans and preparedness for the State of Tennessee and the affected localjurisdictions site-specific to the Sequoyah Nuclear Power Plant can be implemented and are adequate to provide reasonable
. assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site. The Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State of Tennessee l
offsite radiological emergency response plans and preparedness site-specific to the Sequoyah Nuclear Power Plant, granted on August 7,1980, will remain in effect.
