Gentlemen:
Thank you for your letter of January 22, 1988, in response to our inspection
reports 50-254/87030 and 50-265/87030 for the Quad Cities facility. After
l
our review of your response, and the telephone conversations between
l
Messrs. F. Jablonski and T. Tella of our staff and Mr. L. Butterfield of your
staff on February 9 and 10,1988, the following was determined:
1.
We concluded and you agreed that the violation is valid.
The basis for
our determination is that computer programs "ANOM" and "ANOMVP" in use
since 1981 did not appear to be adequately controlled to preclude temporary
or permanent changes to the sof tware.
2.
Based on your response and other data which you provided, we are satisfied
that programs "ANOM" and "ANOMUP" were developed and validated using Quad
Cities Station Procedure QTP 1113-2,
3.
It is our understanding that you will validate current results of computer
programs "ANOM" and "AN0MVP", and also verify by hand calculations the
accuracy of results obtained since 1981.
We will review results of your actions taken, and those to correct the violation
and prevent recurrence during a future inspection of the Quad Cities facility.
