On May 17. 1997, the Nuclear Regulatory Commission (NRC) completed an
i
inspection at your McGuire 1 & 2 reactor facilities.
The enclosed report
j
presents the results of.that inspection.
During the six-week period covered by this inspection, your conduct of
I
activities at the McGuire facilities was generally characterized by safety-
conscious operations, sound engineering and maintenance practices, and careful
radiological work controls.
Good control of final Unit 1 outage work, fuel
movement, and startup activities were identified. These controls reduced any
adverse impact on the safe operation of Unit 2 during this period.
A violation of. NRC requirements was identified regarding an inadequate
instrumentation testing procedure which led to a Unit 1 reactor trip. We are
concerned that the review process for testing procedure development / revision

did not prevent the problem.

The violation is' cited in the enclosed Notice of Violation'(Notice) and the
circumstances surrounding the. issues are described in detail in the enclosed-

report.
Please note that you are required to-respond to this letter and

should follow the instructions specified in the enclosed Notice when preparing
your response.
In addition, in your response., please address any role time
constraints may have contributed in the subject event. The NRC will use your

response, in part, to determine whether further enforcement action is

necessary to ensure compliance with regulatory requirements.
