NOTICE OF VIOLATION

Dear Mr. Mueller:

On April 25,1997, the NRC completed a specialinspection of the Unit 1 loss of offsite

S

power event that occurred on March 11,1997. The enclosed report presents the results

i

of that inspection.

Your staff's response resulted in satisfactory recovery from the event with no actual

consequencer 10 the public health and safety. Licensee actions reflected a conscious

effort to emphasize a conservative operating philosophy focused on safety. However,

some deficiencies unnecessarily slowed the event response, including inconsistent

{

communication and coordination between departments, inefficient work planning, plant

l

_ equipment and operating procedure problems, and insufficient control of operability

assessments.

,

We are concerned about two violations of NRC requirements that were identified during

this inspection. The first violation involves the failure to have a procedure for responding

to a loss of offsite power event. An integrated loss of offsite power procedure could have

significantly improved event response, and resulted in a more timely restoration of plant

equipment. The second violation pertains to the f ailure to implement timely and effective

corrective actions to prevent the recurrence of malfunctions of sequence timers that

control the loading of engineered safety feature buses.

These violations are dted in the enclosed Notice of Violation, and the circumstances

surrounding the violations are described in detailin the enclosed report. Please note that

you are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response The NRC Will use your response, in part,

to determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.
