GENERIC ISSUE MANAGEMENT CONTROL SYSTEM - I SECOND QUARTER FY-97 UPDATE Attached is the Second Quarter FY-97 update of the Generic Issue Management Control System (GIMCS) for your information. This report reflects the following activities that occurred during the reporting period: l (1) Three generic safety issues (GSIs) were resolved: '

l 78 Monitorina of Faticue Transient Limits for Reactor Coolant System l (MEDIUM) - The transieni monitoring concern portion of this issue was integrated into the Fatigue Action Plan; the remaining portion (N called for the collection of data. Data gathered in the i

V) resolution of GSI 78 provided essential technical information for the resolution of GSI 166 (see below).

166 Adeauacy of Fatiaue Life of Metal Components (NEARLY-RESOLVED) -

Records of transient monitoring were obtained from the licensees of seven plants. On the basis of this sample and considering the available transient monitoring records and conservatism identified in the component analyses, it was concluded that there was no significant concern since the current licensing basis had not been j exceeded. The safety concern for fatigue of metal components over l an operating period of 60 years is being addressed in GSI 190. '

173.B .S_ pent Fuel Storaae Pool: Permanently Shutdown Facilities (NEARLY-  !

RESOLVED) - The staff determined that all significant safety l concerns applicable to the scent fuel- pool at permanently shutdown facilities were encompassed by special inspection activities,  ;

except for Dresden 1 where plant-specific action is being taken. l (2) One GSI was prioritized: 1 163 Multiple Steam Generator Tube Leakaae (HIGH) - RES is working with NRR to identify the data needed for tracking the resolution of this issue and to determine the lead office.

The availability of additional funding will be the controlling factor in the l timely resolution of GSI-191, " Assessment of Debris Accumulation on PWR Sump Performance." The staff will meet with industry groups to get a better ,

i understanding of the extent of their undertaking so that the most cost-effective action plan can be developed to resolve the issue. RES will work closely with NRR to arrive at an acceptable position. I will continue to keep you informed of progress in resolving the issues as well as any major problems that might surface during the course of their resolution.
