Revisions to Discharae Monitor na Reports
Dear Ms. DiNoia:
As part of it's continuing review of environmental matters at Millstone Station, Northeast Nuclear Energy Company (NNECO) has previously notified the Department, pursuant to Section 22a-430-3(j)(9)(C) of the Regulations of Connecticut State Agencies, that it had identified the need to correct certain Discharge Monitoring Reports (DMRs) relative to the sampling and repo ting of results at Discharge Serial Nos. (DSNs) 001A-1,001 A-2,001A-4, 001C-2,001C-3,001 C-6 and 001 C-6(b). For the most part, these revisions are being made to reflect the inclusion of additional sampling data which has been requested by the Department.
l By agreement, corrections to the DMR pages for DSNs 001 A-1,001 A-2,001 A-4,001C-2, 001C-3,001C-6 and 001 C-6b are due to the Department on or before July 2,1997. In addition, we identified the need to include two additional chlorine samples (including one exceedance) for DSN 001A-5 which were taken during April 1997. These were inadvertently omitted as part of the April 1997 DMR.
Accordingly, enclosed are certain DMR's and supporting data from April 1992 through April i
1997 for the following discharge loca ans.

Unit 3 Radiation Waste Test Tank Discharge DSN 001C-2 Certain DMRs between April 1992 and April 1997 have been revised to reflect the inclusion of all NPDES sampling discharge data, consistent with our discussions with the Department, taken during a particular month. As necessary, the average monthly and instantaneous maximum information on the particular DMR page is being revised to reflect the inclusion of the additional data. During the time period June 1993 and April 1994, boric acid was not listed on the DMR.
As such, a revised page from the DMR attachment (Table 2) is included as appropriate.
Revised DMR pages for DSN 001C-2, along with the corresponding supporting data, are attached.

As necessary, the average monthly and instantaneous maximum information on the particular DMR page is being revised to reflect the inclusion of the additional data. During the time period June 1993 and January 1994, boric acid was not listed on the DMR. As such, a revised page from the DMR attachment (Table 2) is included as appropriate.

Unit 3 Condensate Polisher Regeneration Wastewater Neutralization Tank Discharge DSN 001C-6 Certain DMRs between April 1992 and April 1997 have been revised to reflect the inclusion of all NPDES sampling discharge data, consistent with our discussions with the Department, taken during a particular month. As necessary, the average monthly and instantaneous maximum information in the particular DMR page is being revised to reflect the inclusion of the additional hydrazine data. Also, instances where " conditional monitoring" was noted on the DMR are revised to include hydrazine data as availab!e. Revised DMR pages for DSN 001C-6, along with the corresponding supporting data, are attached.

Unit 3 Auxiliary Boiler Blowdown Sump Discharge DSN 001C-6(b)
Certain DMRs between April 1992 and April 1997 have been revised to reflect the inclusion of all NPDES sampling discharge data, consistent with our discussions with the Department, taken during a particular month. As necessary, instances of "No Discharge" have been corrected to include discharge data. The particular DMR page is being revised to reflect the inclusion of this additional data. Revised DMR pages for DSN 001C-6(b), along with the corresponding supporting data, are attached.
Further, during our review of this data, we discovered that discharge data relative to the voluntary sampling of hydrazine at DSN 006 was inadvertently reported as part of the submission for DSN 001C-6(b) and we have made the appropriate revisions as part of this submittal. The April 1997 DMR has been revised to reflect the inclusion of additional chlorine sampling results which were inadvertently omitted. On April 24,1997, two extra samples were taken and analyzed for chlorine as a result of adjustments made to the emergency service water chlorine injection system. The first sample identified Free Available Chlorine concentrations at 0.33 ppm. The injection rate was immediately adjusted and the discharge was re-sampled 15 minutes later. The second sample indicated a Free Available Chlorine concentration of 0.10 ppm. The Free Available Chlorine limit in DSN 001A-5 is 0.25 ppm. The revised DMR page for
- DSN 001 A-5 is attached.
Further, Table 3 of the April 1997 DMR, identifies additional chlorine sampling as Total Residual Chlorine (TRC) data for DSN 001C-5. However, the data represented in this table is actually Free Available Chlorine (FAC). The revised DMR page for DSN 001C-5 additional FAC data (DSN 001 A 5)is attached.
