Kaup, Site Vice President Braidwood Station RR #1, Box 84 Braceville, IL 60407 Dear Mr. Kaup: SUBJECT: FITNESS FOR DUTY INSPECTION AT BRAIDWOOD This refers to the inspection conducted by Ms. G. M. Christof'er of this office on March 24 - May 24, 1994. The inspection included a review of activities authorized for your Braidwood Nuclear Power facility. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed report. Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, and interviews with personnel. No violations of NRC requirements were identified during the course of this inspection. You determined that no safety problem existed regarding the fitness of a named individual. However, we identified seme weaknesses pertaining to your Fitness For Duty program. Additionally, we were concerned with the perceived lack of ownership and appropriate initial action in regards to a supervisor's actions when notified of a FFD concern. Some of your FFD procedures lacked clarifying detail and have the potential for confusion to transpire on future FFD issues. No response to these matters is necessary. Areas examined during the inspection concern a subject matter which is exempt from disclosure according to 10 CFR 2.790 of the Commission's regulations.
