DOCKET N0S, 50 445 AND 50 446 IMPLEMENTATION OF FORMAL INDUSTRY POSITION ON SEVERE ACCIDENT MANAGEMENT REF:
TU Electric letter logged TXX 95071 from C. L. Terry to the NRC dated March 15, 1995 Gentlemen:
The referenced letter notified the NRC that TV Electric intended to implement the formal industry position on severe accident management as approved by the Nuclear Energy Institute's (NEI) Nuclear Strategic Issues Advisory Committee on November 4, 1994. The referenced letter committed TU Electric to assessing the CPSES capabilities to respond to severe accideat conditions using Section 5 of NEI 91 04, Revision 1, " Severe Accident Issue Closure Guidelines" and make any identifiied enhancements by July,1997.
This letter is to notify the NRC that TU Electric has completed the subject assessment, incorporated enhancements, and implemented severe accident management guidance (SAMG) at CPSES beginning July 1, 1997. The following elements of severe accident management have been addressed:
Ali phases of SAMG implementation have been completed, including procedure / guideline develcoment and initial training for emergency

O Mechanisms for including updated information (from plant changes or new external knowledge) affecting SAMG implementation, and for periodic self assessments, are in place:

conducted a demonstration of developed 3AMG at CPSES on May 29, 1997. This
' demonstration was observed by the NRC and industry representatives.
