ORDER IMPOSING CIVIL MONETARY PENALTY I

Arkansas Power & Light Company (licensee) is the holder of facility Operating Licenses No. DPR-51 issued by the Nuclear Regulatory Commission (NRCijen May

h 21, 1974 and Fo. NPF-6 issued by the NRC on September 1, 1978. The licenses authorize the licensee to operate Arkansas Nuclear One, Units 1 and_2 in accordance with the conditions specified therein.

II A special inspection of the licensee's activities was conducted on

[r December 8-11, 1986, and February 25, 1987.

The results of this inspection indicated that the licensee had not conducted its activities ir. full complidnce -

s with NRC requirements. A Notice of Violation and Proposed In' position of/ Civil

Penalty was served upon the licensee by letter dated July 2, 1987.

The Notice stated the nature of the violations, the provisions of the NRC's reouirements that the licensee had violated, and the amount of the civil penalty proposed for the violations. The licensee responded to the Notice of Violation and Proposed Imposition of Civil Penalty by letter dated August 3, 1987.

If payment has not been made by that time, the matter may be referred to the Attorney General for collection.

Having admitted that violations I.A and I.B occurred as set forth in Section I of the Notice of Violation and Proposed Imposition of Civil Penalties, in the event the licensee requests a hearing as provided above, the issue to be considered at such hearing shall be whether, on the basis of such violations, this Order should be sustained.
