Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Technical Specifications Organizational Changes hntlemen:

Stath Carolina Electric & Gas Company (SCE&G) hereby requests a revision to the Technical Specifications.

This submittal is a revision of our December 31, 1987 submittal which should be disregarded. The proposed ravision to Section 6.0 (Attachment II) reflects organizational changes which have been previously discussed and for which NRC approval was grar.ted in telephone discussions with the Project Directorate and Region II e r. amber 21, 1987.

r For Personnel and Accounting purposes the changes will become effective January 1,1988 and the reorganization will become functionally effective January 2F 1988.

This subniittal is not intended to supercede the request made on July 8,1987, tc, delete the organizationa' charts from the Technical Specifications.

The delation of the organizational charts is still considered an linprovement to the Technical Specifications which eliminates the needless expenditure of both NRC and utility resources.

1 Attachment I provides the Safety Hazards Consideration pursuant to 10CFR50.91(a)(1).

This request, as previously indicated in the December 31, 1987 submittal, has been reviewed and approved by the Plant Safety Review Committee ano the Nuclear Safety Review Committee. A check in the amount of one hundred fif ty dollars ($150.00) for processing this change sas ericlosed in the December 31, 1987 submittal.

' January 6, 1988 Page 1 of 1 SAFETY HAZARDS CONSIDERATION The Commission has provided standards in 10CFR50.92(c) for determining whether a significant hazards consideration exists. A proposed amendment to an operating license for a facility involves a significant hazards consideration if operation of the facility in accordance with the proposed amendment would not:

(1) involve a significant inc ease in the probability or consequences of an accident previously evaluated; (2) create the po;sibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety.

The proposed amendment does not involve a significant increase in tne probability or consequences of an accident previously evaluated because the reorganization does not affect plant operation in any manner.

2.

The proposed amendment does not create the possibility of a new or different kind of accident than previously evaluated because the proposed change is administrative it nature and no physical alterations of plant configuration or changes to setpoints or operating parameters are proposed.

3.

The proposed amendment does not involve a significant reduction in a margin of safety.

Through SCE&G's Qualiiv Assurance programs and efforts to maintain only the most qualified personnel in positions of responsibility, it is assured that safety functions performed by personnel within the Nuclear Operations Division will continue to be performed at a high level of competence.

Based on the above reasoning, SCE&G has determined that the proposed amendment does not involve a significant hazards censideration.
