This refers to the inspection conducted by liessrs. W. R. Bannett and

E. A. Plettner of this office during the period December 1-21, 1987, of

activities authorized by NRC Operating License COR-46 for Cooper Nuclear

Station and to the discussion of our findings with you and other. members of

your staff at the conclusion _of the inspection. .

Areas examined during the-inspection included operational safety verification,

mon +hly surveillance and maintenance observations, ridiological protection,

cold weather preparation, and security. Within these areas, the inspe.ction

consisted of selective examination of pro >edures and representative records,

interviews with personnel, and observations by the inspectors. The inspection  ;

findings are documented in the enclosed inspection. report.

,

During this inspection, it was found that certain of your activities appeared ,

to be in violation of HRC requirements. As discussed in our telephone

conversation on January 4,1988, with you, we have scheduled an enforcement

conference for Ja % ory 20, 1988, in our office to discuss your understanding of ,

this apparent violation, the reasons for occurrence, and your corrective

actions. We will also discuss the Enforcement Policy, if appropriate. The

enforcement conference will coincide with an enforcement conference regarding ,

security matters which were discussed with you in our telephone conversetions

on December 29 and 30, 1987. An agenda for this meeting is being forwarded

under separate cover.
