This letter acknowledges receipt of your letters dated June 27, and July 10, i
1997 which transmitted proposed Revision 6-16 to the Physical Security Plan (PSP) for Crystal River 3.
On May 7,1997, the U.S. Nuclear Regulatory Commission (NRC) granted an exemption from certain requirements of 10 CFR 73.55 relating to issuance, storage and retrieval of badges for individuals not employed by you but who have been granted unescorted access to the protected areas of the site i
(biometrics exemption).
Your prososed revision tc the PSP reflects the implementation requirements for t1e biometrics exemption.
We have reviewed your proposed PSP changes and have determined that they are consistent with our granting of the biometrics exemption.
You have determined that your proposed changes do not decrease the overall effectiveness of your PSP. Accordingly, purs': ant to 10 CFR 50.54(p)(2), the changes do not require our prior approval.
Please be advised that changes to your PSP may be a subject of future inspection / audit.
The enclosures to your letters contain safeguards information of a type specified in 10 CFR 73.21 and will be withheld from public disclosure.
