Dear Mr. Gaskin:

General Atomics (GA) recently submitted a request (Reference) for the release of "non-impacted" GA facilities and associated surrounding land areas to unrestricted use. These non impacted land areas have never been used for work involving radioactive materials and they are isolated from areas where any activities involving radioactive material were conducted.

1 The non-impacted area on GA's Main Site was shown on the Figure 1 enclosed with the referenced request and which is also herein enclosed. It includes the following buildings k

numbered: 1,7,13,14,15,19,29 and 29-2 and associated surrounding land areas. All of these buildings, except 19, house engineering and management offices. Building 7 also houses GA's cafeteria and conference rooms. Building 19 consists of change rooms and rest rooms located next to the swimming pool, t

The non impacted area located on GA's Sorrento Valley Site was shown on Figure 2 enclosed with the referenced request and is again enclosed herein. It consists of raw land on a hillside up-gradient of, and to the north, west and south of Buildings 37,39,41 and 42.

This land has never been used to store or use radioactive material and is, for the most part, unusable and inaccessible. The raw land is located between the fence surrounding GA's Buildings 37,39,41 and 42 and GA's property line as shown in Figure 2.

l Sorrento Valley site to adjacent radiation restricted areas. In particular, there were two issues.

l These were: 1) the lack of soil sampling and analysis along the boundary separating the non-l impacted area and the remainder of the Sorrento Valley site and 2) the close proximity of this l

boundary to GA's building no. 39 (a.k.a. building SV B). GA addressed these issues by: 1) conducting additional surveys along the boundary between the non-impacted area and the remainder of the site and 2) by moving the boundary nearest to building 39 further away to the north by about 45 feet. The re-defined boundary delineating the revised Sorrento Valley "non-impacted area" is shown on the enclosed Figure 2A.

Soil samples were collected near the perimeter of the "non-impacted" area approxi-l mately every 50 meters and in a few biased locations as shown in Figure 2A. A total of 21 soll l

samples were collected and analyzed by gamma spectroscopy. The results, which are shown in Table 1, are at or near normal background levels (See Table 2 for background values) and are well below previously approved soll release criteria for the GA site (i.e.,30 pCi/g for enriched uranium,35 pCl/g for depleted uranium and 10 pCi/g for thorium).

l Exposure rate meas irements were also taken along the perimeter of the "non-impacted" area. The approximate locations where measurements were taken are shown on Figure 2A. The measured values are summarized in Table 3. No elevated levels were l

observed. Ilowever, since activities are currently ongoing in some of the Sorrento Valley facilities ( Building 39,41 and 42 currently have radiation restricted areas), it would not be l

unusual to measure elevated radiation levels along the perimeter boundary attributable to those activities; but not due to contaminants in the soil.

In view of the above described supplemental information, GA requests that its license be amended to release to unrestricted use the "non impacted" areas as described above and as l

shown on the enclosed Figures I and 2A and to delete these areas from the license.

Since GA's state of California broad scope radioactive material license No. 0145 37 l

has similar language regarding the " authorized place of use," GA is (under separate cover) also requesting the state of California to issue a license amendment releasing these same "non-impacted" areas to unrestricted use and deleting them from license No. 0145-37.
