Dear Senator Cranston:

We have looked into the concern expressed in Ms. Christa Cohen's letter, which you forwarded to us for a response. There were four small research reactors in the vicinity of Canoga Park, California.

All four of them are now decommissioned.

However, by the description in Ms. Cohen's letter, it appeart that her concern may be about the reactor that was decommissioned on April 8, 1987.

This particular reactor is located in Simi Hills, California, and owned by Rockwell International Company. Nevertheless, because all decommissioned reactors are defueled and decontaminated, we are convinced that there is no radiation source and no likelihood of an adverse impact on public health and safety.

I Ms. Cohen is also concerned about a "nuclear fuel producing plant" in Canoga Park, California.

Rockwell International Company possesses a license that formerly included a pbtonium fuel fabrication facility. This facility has been decommissioned ano Rockwell no longer has a license to fabricate nuclear fuel.

Rockwell does have a hot cell facility where it conducts remote examination of radioactive materials and components.

It should be noted that another reactor owned by the U.S. Department of Energy (DOE) in the vicinity of Santa Susana, California, also was decommissioned with all fuel and radioactive material removed from the site.

A technical paper on the details of decommissioning this DOE reactor is enclosed.

On the basis of the information provided by Ms. Cohen and a scrutiny of our records, we believe that the adverse health and safety impact from either a "sealed off reactor" or an inactive nuclear fuel facility on an individual such as Ms. Cohen is non-existent.
