Dear Mr. Matthews:
The referenced report was submitted to allow the NRC to review and approve an alternate approach for Thermal Power measurements associated with more accurate feedwater flow measurements, the Caldon Leading Edge Flow Measurement (LEFM) System. Southern California Edison (Edison) supports the topical report review by the NRC to provide the option for power increases when using the new approach. Also, Edison believes that safety can be improved by the more accurate LEFM system coupled with on-line verification capabilities.
