License Amendment Application to Clarify the Boron Concentration Requirements, in Technical Specification 3.9.1, for Refueling Conditions (TAC No. 66733)
Gentlemen:
Enclosed is an application for an Amendment to the Davis-Besse Nuclear Power Station, Unit No. 1 Operating License No. NPF-3, Appendix A, Technical Specifications.
This application requests that the Technical Specifications be revised to reflect the changes attached. The proposed changes involve clarifying the boron concentration requirements for refueling conditions. Specifically, this revisica clarifies that boration requirements are not applicable when the reactor vessel is completely defueled and therefore, not a criticality concern.
Boration requirements will still be required during refueling (Mode 6).
Toledo Edison requests that the Technical Specification Amendment be issued by February 15, 1988, for immediate implementation.
Enclosed is a check for $150 as required by 10CFR170.12(c) for a License Amendment application.
