SUBJECT:
COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)
DOCKET NOS. 50-445 AND 50-446 IMPROPERLY DEFINED WELD LENGTHS SDAR: CP-87-72 (FINAL REPORT)
Gentlemen:
On August.24, 1987, we verbally notified your Mr. H. S. Phillips of a I
deficiency-involving inadequate measurement of weld length in joints of' i
structural tube steel for small bore and large bore piping supports.
i Specifically, the required effective length for single flare, bevel and fillet welds for large bore and small bore tubular steel pipe supports was not properly defined in the design, construction ar.d inspection procedures for i
these supports, resulting in inconsistencies in actual weld length.
l Additionally, we elected to include SDAR CP-87-74, "inaccurate Methods of Weld l
Measurement," as part of this issue (TXX-6740 dated October 2,~ 1987).
Specifically, the effective throat for welds in the joints of structural tube i
steel was not properly defined in the design requirements, resulting in l
construction and inspection procedures which overestimated the effective weld i
throat area.
These conditions are addressed in Corrective Action Requests l
.(CAR) 078X and CAR-087. We have determined that these weld measurement deficiencies are not reportable under the provisions of 10CFR50.55(e).
A total of approximately 1325 welds were identified from our drawing review.
We have completed an evaluation of approximately 1200 of these welds to date.
J All 1200 welds have been determined to meet the applicable design requirements. We have concluded that no significant deficiencies exist as a i
result of the welding inconsistencies.
Any deficient welds identified from j
the remaining 125 welG will be documented on Nonconformance Reports and' l
evaluated for safety significance on a case by case basis.
Very truly yours, l
W. G. Counsil y
