i SUPPLEMENT TO RESPONSE TO NOTICE OF VIOLATION l

TU Electric letter logged TXX-97142, dated June 30, 1997 to the NRC.
Via the above referenced letter, TV Electric responded to the violation enclosed in the subject inspection report.
During a telephone conversation i
between Obaid Bhatty of my staff, and Mr. Ian Barnes of NRC Region IV on July 8, 1997, regarding our response to the subject violation: TU Electric concurred that clarification to the referenced response with respect to i
enhancements to control of eddy current contractors is warranted.
Based on the above, TU Electric is planning to perform the following l
actions for the upcoming Unit 2 refuelin0 outage (2RF03):
i Pre-job briefing to emphasize the TU Electric expectation for i
procedural compliance, attention to detail, work order compliance.
l and proper documentation of paper work.
1 TU Electric will administer a written test for the acquisition i
i personnel to ensure an understanding of procedures, acquisition
/,)
technique specification (ACTS), and Appendix 'H' essential variables.
TV Electric will emphasize to Westinghouse Quality Assurance our expectations for field compliance with the ACTS sheets for Appendix -f
'H' essential variables.
It will be our expectation that they
/jJ perform field walkdowns to ensure that the cabling, equipment.
probes, and probe extensions are in compliance.
It will be our expectation that they document this via their surveillance paperwork.
The TV Electric Site Level III Inspector will develop a check list for a field walkdown of the equipment and setup in the field to check for compliance with the ACTS sheets and acquisition procedure.

2RF03.
This facility will have the acquisition and analysis personnel in adjoining rooms.
The close proximity will allow the analyst better access to the acquisition team and face to face communication.
The TV Electric personnel that will be tasked with contractor control will attend team training for hands on setup and teardown of the eddy current testing equipment in a mockup environment.
This training will also include a dry run through the entire process from manway removal to manway installation.
Two of the TV Electric personnel will have attended Eddy Current l
Level IIA training prior to 2RF03.
Please note that these matters have been discussed with Mr. Ian Barnes.
