SUBJECT: NOTICE OF VIOLATION (NRC Inspection No. 50-219/93-19)
This letter refers to the announced safety inspection conducted by Dr. Richard K.
Struckmeyer of this office on August 16-20,1993, of activities authorized by NRC License

No. DPR-16 at the Oyster Creek Nuclear Generating Station and to the discussions of our
findings held by Dr. Struckmeyer with Mr. Sander Levin and other members of your staff at
the conclusion of the inspection.
Areas examined during this inspection, involving your Radiological Environmental
Monitoring Program and Meteorological Monitoring Program, are important to public health
and safety and are described in the NRC Region I Inspection Report that is enclosed with this
letter. Within these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, effective implementation of the Radiological
Environmental Monitoring Program and Meteorological Monitoring Program was observed.
Based upon the results of this inspection, two apparent violations of NRC requirements were
identified. These are: failure to document biennial review of meteorological monitoring
instrument calibration procedures; and failure to approve a prospective vendor's QA program
for calibration services prior to procurement of those services. These violations are cited in
the enclosed Appendix A. You are required to respond to the enclosed Notice of Violation
and should follow the instructions contained therein.
