OPERATIONAL SAFETY TEAM INSPECTION AT OYSTER CREEK NUCLEAR GENERATING STATION t

This letter confirms the dates of September 27 through October 1, and October 12 through October 15, 1993, for an Operational Safety Team Inspection (OSTI) at the Oyster Creek Nuclear Generating Station. NRC Inspection Procedure 93802 provides the guidelines for an OSTI. The OSTI will focus on your staff's timeliness and effectiveness in problem identification, evaluation, resolution, and trending, for equipment and programs that affect safe plant operations. The areas reviewed will include maintenance and surveillance, engineering and technical support, and management and corrective actions. Some team members will conduct portions of the inspection at your corporate office.

A management entrance meeting is scheduled for 10:00 a.m., on September 27,1993, at the Oyster Creek Nuclear Generating Station. At the conclusion of the entrance meeting, we i

request that you provide a presentation to the team addressing your self-assessment programs and actions taken or planned as a result of recent self-assessment activities. During the inspection the NRC will be hosting a group of nuclear safety inspectors from Eastern Europe. This group will observe the team's activities.

An inspection status management briefing is tentatively scheduled for 10:00 a.m., on October 15,1993, at the Oyster Creek Nuclear Generating Station, upon completion of the onsite inspection activities. Subsequent to the management briefm' g, we intend to conduct a public exit meeting near the Oyster Creek Nucicar Generating Station. The time and location of the public exit meeting will be determined during the course of the inspection.

The team leader and assistant team leader visited the Oyster Creek Nuclear Generating Station on September 8 - 10, 1993, to complete preliminary inspection planning activitics.

During the site visit we requested that you send copies of certain documents, audits, records, procedures, and additional material needed to support the inspection to the NRC, Region I office, by September 17, 1993.
