Dear Mr. Boulette:
SUBJECT: PILGRIM INSPECTION 93-14
This refers to the safety inspection conducted by Messrs. J. Macdonald, A. Cerne, and D. Kern,
of this ofGce on July 13 - August 16, 1993 at the Pilgrim Nuclear Power Station, Plymouth,
Massachusetts. Areas relevant to. the health and safety of the public examined during this
inspection are described in the enclosed report. Our findings were based upon observations of
'
performance and independent evaluations of safety systems and quality records. The preliminary
results have been discussed with Mr E. Kraft and other members of your staff at the conclusion
of the inspection.
Overall, safe plant operations and good attention to detail were observed by our inspectors.
Conservative operational actions were established for the gradually increasing rate of unidentified
drywell leakage, and the resultant plant shutdown was well controlled. Weld repair of the
reactor drain piping was thoroughly planned and safely executed. Hardware modifications to
improve the reliability of reactor vessel level indication were consistent with' the actions

requested in NRC Bulletin 93-03, with good post-installation testing.
