TROJAN 1993 EXERCISE OBJECTIVES AND LIMITATIONS l

This letter refers to your August 26, 1993, letter which forwarded the objectives and limitations for the 1993 annual exercise scheduled for November 17, 1993. Since this P 3 biennial year, objectives and limitations for the offsite agencies were also included in your submittal.

We have completed our review of the exercise objectives and limitations. The results were discussed during a September 2, 1993, telephone conversation between Ms. G. Good, of my staff, and Mr. J. Cooper, of your staff.

I understand that all of our questions were satisfactorily explained.

We contacted the Federal Emergency Management Agency (FEMA), Region X, during our review. Mr. R. Donovan had no comments for us to relay to you.

As indicated in your letter, approval of Portland General Electric's Permanently Defueled Emergency Plan (PDEP) is anticipated in the near future.

Once the appropriate approvals are received, it will be necessary for you modify the objectives to be consistent with the PDEP. Since any modifications will also affect FEMA, we request that you keep Mr. Donovan apprised of.

Based on the results of our review, and pending any further changes, the exercise objectives and limitations for the 1993 exercise appear to be consistent with current emergency plan requirements and plant conditions.
