Trojan Nuclear Plant Document Control Desk Docket 50-344 August 26, 1993 License NPF-1 Enclosure Page 1 of 3 Fitness for Duty Performance Data Report suring this reporting period, January through June 1993, Portland General Electric Company (PGE) made the decision to permanently cease power operation of the Trojan Nuclear Plant (January 4, 1993). Consequently, the plant population has decreased. This is reflected in the lower average number of personnel with unescorted access than in previous reporting periods.
In May 1993, the Fitness for Duty Supervisor and the Senior Medical Technologist positions were eliminated. The supervision of the Fitness for Duty Program became the responsibility of the Personnel Security Supervisor.
Also in May 1993, the Trojan Fitness for Duty Testing Facility became a collection facility. Specimens are now tested by a contractor laboratory which is certified by the Department of Health and Human Services.
Effectiveness Summary No positive drug tests were appealed during the reporting period.
The Fitness for Duty Program was audited by the PGE Quality Assurance Department during the reporting period. The audit summary stated that "Overall, the PGE FFD Program implements and complies with 10 CFR 26 in the areas audited."
Events Reported No reportable events occurred during the six-month' reporting period.
Statistical Summary During the reporting period, the Fitness for Duty Program conducted 81 preaccess drug and alcohol tests, 538 random drug and alcohol tests, 1 reasonable suspicion test, 1 post-accident test, and 19 follow-up tests.
PGE's overall positive rate for the random screening program was 0.37 percent (0.49 percent for PGE employees and 0.0 percent for contractor personnel).
The overall positive rate for the preaccess screening program was 0.0 percent for this reporting period (0.0 percent for PGE applicants and 0.0 percent for contract personnel). The positive rate for all screening during the period was 0.31 percent.
PGE's average plant population during the reporting period was 939.
The total number of random tests was 538.
At the end of the reporting period, PGE had randomly screened 57 percent of the average population granted unescorted access.
