The Licensee failed to audit fire safety program semi-annually during 1996.

l Admission of the Violation:

Framatome Cogema Fuels concurs with the facts contained in the NRC Notice of Violation dated June 6,1997.

Reason (s) for tin Violation:

1)

The Safety & Licensing organization failed to adequately audit and provide the required oversight of the fire safety program.

2)

Lack of ownership for the fire safety audit was a factor in noncompliance with the license condition.

Corrective Action Taken:

1)

The Safety & Licensing organization has been restructured to identify ownership of all areas for which Safety & Licensing is responsible.

This corrective action will provide ownership of the necessary audits to ensure all audits are performed as required.

Corrective Action to be Taken:

1)

To ensure management oversight of the fire safety program, a matrix will be prepared for each of the audits required by the license conditions, it will be the responsibility of the Manager of Safety &

Licensing to provide management oversight and review the matrix to ensure audits are performed and responded to as required. This matrix will be reviewed monthly to determine outstanding audits, outstanding responses, and corrective actions yet to be taken.

Full compliance will be achieved July 31,1997.
