SUBJECT:
REQUALIFICATION EXAMINATIONS AND REQUALIFICATION
PROGRAM EVALUATION REPORT 50-219/93-17 (OL)
During the week of August 9,1993, the NRC staff conducted licensed operator
requalification examinations and completed a program evaluation at the Oyster Creek Nuclear
Genenting Station using the results of the examinations. The requalification examinations
i
and program evaluation were conducted using Revision 7 of NUREG-1021, " Operator
Licensing Examiner Standards." These were the first licensed operator requalification
l
examinations administered on your plant specific simulator.
On August 13,1993, at the conclusion of the evaluation findings related to the preparation
and administrcSon of the examinations were discussed with those members of your staff
l
identified in the enclosed report.
All sixteen licensed operators passed the requalification examination and all three crews
,
passed in the simulator. The results of the examinations indicate a satisfactory requalification
program at the Oyster Creek Nuclear Generating Station.
The written examination and walk-through test items that were proposed for the examination

required only minor revisions. However, development of dynamic simulator scenarios was
determined to be a program weakness. The dynamic simulator scenario bank did not provide
a comprehensive evaluation of the operating crew's integrated plant knowledge and ability to
safely operate the plant. You are requested to provide a written response to the deficiencies
identified in the fourth paragraph of section 3.2 of the enclosed report within ninety days of
receipt of this letter. Your response should provide your perspective on the issues snd any
corrective action taken or planned.

An unresolved item related to evaluation of the operator training programs was closed based
on your progress in the area of program evaluation. We are interested in your evaluation of
the first requalification examinations administered on your plant specific simulator. You are
requested to include an evaluation of the requalification program, based on the results of the
examinations, in your response.

the enclosures will be placed in the NRC Public Document Room.
