Subject: Resident Inspection 50-213/87-27 (October 9 - December 7, 1987)

This transmits the findings of the routine NRC inspection conducted by J. T.

Shediosky and A. A. Asars of the Haddam Neck Plant. The findings have been'

discussed with Mr. D. B. Miller of your staff.

No violations were identified during this inspection. However, the enclosed

report (Detail 6.3) addresses the incorrect greasing of several safety-related

motor-operated valve motors rather than the pinion gear housings. Once this

situation was identified, managenrent took aggressive action to determine the

extent of the error and identify and implement corrective actions. We are

concerned that-training and job supervision did not prevent this potential

compromise of safety-related environmentally qualified equipment. Please-

respond in writing to this matter, within 30 days of receipt of this letter,

identifying your corrective actions and actions to prevent recurrence.

Thank you for informing us, by your October 14, 1987 letter to NRC Region I,

of your intended actions to prevent the recurrence of the problems experienced '

during the current refueling outage with the unauthorized activities by

,

contractor personnel. Contractor activities will be reviewed during future  ;

routine inspections. - ,

, In addition, as noted in Detail 5.8 of the enclosed report, we have received i

your October 2, 1987 letter addressing Shift Technical Advisor expertise at ,

. Haddam Neck. Since conformance with existing NRC requirements has been

identified by our inspection of this matter, and no additional information is

i needed to determine whether noncompliance' exists, we have closed the

unresolved item in question. 1
