PREACCEPTANCE REVIEW 0F THE NEW HAVEN, UNIT NOS. 1 AND 2, FOR CONSTRUCTION PERMITS, NEW YORK STATC ELECTRIC AND GAS CORPORATION New York State Electric and Gas Corporation (NYSE&G) pla. to submit the CP application and the supporting ER for New Haven, Uni: Nos. I and 2 on November 22, 1978. You are requested to perform an acceptance review of the appropriate sections which are within your area of interest.
i The review should be based on Regulatory Guide 4.2, Revision 2, Preparation of Environmental Report for Nuclear Power Plants and current ESRPs as appropriate.
Please provide the following information:
A.
Determine whether the ER contains sufficient information for the s
staff to prepare a Draft Environmental Statement.
B.
Identify any deficiencies found and provide the reviewer's opinion as to the seriousness of those deficiencies.
C.
Provide the raviewer's estimate of how lonc it may take a cooperative doplicant to obtain missing information.

D.
Deternine whe2er the detailed review can start and proceed, providing the missing infernatiun' is s:;polied before or during the environmental site visft.
E.
Provide cor.clusions as to the acceptability of the sections reviewed.

NOV 2 21978 Those Listed Any major deficiencies in the ER should be c:mmunicated to D. E. Sells, the Environmental Project Manager assigned to this project, as early as possible. A telephule x28445 response followed by a short memorandum is satisfactory.
In order to maintain the acceptance review schedule, the results of your review are needed on or before January 12, 1978.
Any additional information questions you may have regarding this project should be submitted by January 31, 1978. A short meeting will be held on Thursday, November 30, in Room P-110 at 1:00 PM to give the NRC staff reviewert the latest information that may be useful in the conduct of the acceptance review.
It is requested that all NRC staff reviewers, listed in the attachment to this memorandum, attend this meeting.
