1 This refers to the inspection conducted by Mr. F. Costello of our Re. ion 1 office on September 20, 1978, of activities authorized by Nhd Byproduct Material' Licenses No. 34-01260-07, No. 34-01260-09 and Special Nuclear Material License No. SNM-333 and to the dis-cussion of our findings with Messrs. T. Kohan and J. Matthews of your staff at the conclusion of the inspection.

The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compli-ance with the Commission's rules and regulations and with the conditions of your license.

The inspection consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with 1

pereennel.

No items of noncompl'iance with NRC requirements were identified during the course of this inspection of Licenses No. 34-01260-07 i

and No. SNM-333.

However, during the inspection of License No. 34-01260-09, certain of your activities appeared to be in noncompliance with NRC require-ments, as described in the enclosed Appendix A.

I This notice is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Section 2.201 requires you to submit to this office within twenty days of your receipt of this notice a written statement or explanatiori in reply, including for each item of noncompliance: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further non-

compliance; and (3) the date when full compliance will be achieved.

I Ohio University OCT 2 71973 From the discussions at the conclusion of the inspection, it is our understanding that you plan to upgrade your training program such that every individual who does not have previous experience working with radioisotopes will receive an indoctrination in your radiation safety procedures from your Radiation Safety Officer.
