Inspection on September 13-15,1978 (Report No. 50-322/78-14)

Areas Inspected: Routine, unannounced inspection to turnover inspection responsibilities to a reassigned NRC Project Inspector. Facility Inspections The reactor, turbine, control and radioactive waste buildings were inspected as part of the turnover inspection to a reassigned Project Inspector. These inspections were conducted as part of a plant familarization, to assess the status of construction, and to review the implementation of requirements for protection of safety-related equipment. No improperly protected safety related equipment was identifie . Preoperational Test Program The inspectors reviewed revised schedules for the completion of system construction. They discussed the translation of these con-struction schedules to system flush and preoperational test activitie The detailed scheduling of those test activities was reviewed. The inspectors reviewed the progress in completing system flush and preoperational test procedures.

l The inspectors reviewed the document control systems in the Startup Resource Center. Included were system turnover packages, controlled prints and procedures.
