The inspection involved 12 inspector-hours onsite by one NRC regional based inspector.
Results: No items of noncompliance were-identified.

Licensee Action On Previous Inspection Findings (0 pen) Unresolved Item (322/78-01-09): Nuclear Energy Services Incorporated Procedure 80A0467 does not assure detection of flaws at material surface upon which transducer is placed.
The licensee has informed Region I office t'.at they intend to retest the reactor pressure vessel head welds to asssure full volumetric eramination is achieved.
The licensee's contractor is presently revising the procedure for this examination.
This item remains open pending review of the retesting results.
(0 pen) Unresolved Item (322/78-09-01): The licensee's contractor is revising procedure 80A0475 to identify and require examination using a calibration block with the correct reference hole size for examinitg systems identified as " Steam".
This item rc.nains unresolved pending procedure review, and calibration block fabricatio (Closed) Unresolved Item (322/78-01-08): The inspector reviewed the Shoreham Preservice Inspection Program Plan, for implementation of the preservice and inservice, and ultrasonic testing calibration block drawings. This item is resolved.

Preservice Examination Activities a.
Program Review The preservice inspection program being conducted is to satisfy the requirements of 10 CFR 50.55a(g) and the 1971 Edition of the AStiE B&PV Code, Section XI including the Summer 1972 Addenda.
The inspector audited selected portions of the program to ascertain compliance with the applicable code.
This included Appendix A (excluding exceptions), B, C, D and H of the preservice program.
This review disclosed the following unresolved items.
Table A-1, Appendix A, Category A, omitted the requirement for examination of any repairs to base material in the core belt region which exceeds 10 percent in depth.
Table A-1, Appendix A, Category E-1 must be revised to include volumetric examinations of the control rod housing pressure boundary welds.
Appendix E, Figure 13-1 must be revised to include a hydro-visual examination of the control rod drive partial penetration welds.
Appendix E, Figure 05-01 must be revised to reflect actual weld location and identification.
For example weld 831-flS005-BW38 shown on the schematic does not exist on the Loop A line.
Also, during the preservice examinations, the licensee discovered an additional weld between welds B31-NS005-BW02 and RS-1-A2-B which appears to be a shop weld.
This weld was not shown on figure 05-01.
In addition to including this weld in the pre-service program, the licensee is evaluating to determine if proper fabrication records exist.
The items are considered unresolved 322/78-17-0 b.
Witness of Preservice Examinations The inspector witnessed ultrasonic examination of the following (8) welds, Loop A, 28 inch diameter, Recirc.
B31-NS006-BW37 B31-NS006-BW50, BW50U, BW500 B31-NS7-BW51, BW510, BW51D RD-1-A2-E During the witnessing of the examination of the above welds, the inspector also observed the potential interference with preservice examinations caused by the placement of a "NPP" nameplate near pipe girth weld Ell-5005-BW-36.
This nameplate is about 1/16" thick x 4" x 6", and tack welded to the outside surface of the pipe approximately 1 inch from the weld edge.
The inspector stated that either the nameplate would have to be removed to allow angle beam scanning of the weld or confirmation is shown that a meaningful preservice examination could be performed on the weld in this area.
This item is unresolved 322/78-17-02.

Data Review The inspector audited the preservice examinations for the following welds: Visual Examination B31-NS5-BW38 RD-1-A3-D B31-NS5-BW13, BWil, BW10, BWO10 Ultrasonic Examination B31-NS005-BW14, BW14d, BW19, BW19U RD-1 A7-B, RD-1 A7-B-U, RD-1-A7-B-d RD-1-A7-C, RD-1-A7-C-U, RD-1-A7-C-U
.
These examinations covered the straight beam (0*) scan for compliance with procedure 80A481 Revision 3.
The data is recorded in compliance with procedure requirements.

Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, items of noncompliance, or deviations.
Unresolved items disclosed during the inspection are discussed in Paragraph 3.a and 3.b.
5.
Management Interview At the conclusion of the inspection on flovember 1-2, 1978, a meeting was held at the site with representativas of the licensee and contractor organization.
Attendees at this meeting included personnel whose names are indicated by notation (*) in Paragraph 1.
