Dear Mr. Denton:
Pursuant to 10CFR 550.90 Duke Power Company hereby requests an amendment to the McGuire Nuclear Station Facility Operating License, NPF-9, so that Section 2.C.(12) reads as follows:
Prior to initial criticality, the licensee shall, perform con-firmatory testing of the engineered safety features reset controls to assure that necessary equipment remains in the emergency mode following reset of its actuation signal.
The Office cf Inspection and Enforcement will verify.
This propon d amendment substitutes the phrase " prior to initial criticality" for the ph. se " prior to fuel loading."
The design of the McGuire Suclear Station Engineered Safety Features (ESP) system provides that upon reset of an ESF actuation signal all associated safety-related equipment remains in its emergency mode.
Additional assur-ance will be provided by performing confirmatory testing of this design.
Performance of this testing after loading fuel but before achieving initial criticality is acceptable.
During this time period no heat is generated by the reactor core and there is no buildup of fission products within the reactor core.
Consequently, in the event of ESF actuation and recet during this time period, the failure of any safety-related equipment to remain in its emergency mode would not result in the release of any radiation.
