Dear Mr. Groce:

The Commission has issued the enclosed Amendment No. 42 to Facility Operating License No. DPR-36 for the Maine Yankee Atomic Power Station.

This amendment consists of changes to the Technical Specifications in response to your requests dated November 7 and December 1,1977.

This amendment revises the Technical Specifications to require a single continuously composited radiological sample at the plant intake rather than four weekly grab samples at other locations and changes the requirement for thermal effluent monitoring stations from seven to four.

Changes to your proposal necessary to meet our requirements have been discussed with and agreed to by your staff.

We have evaluated the potential for environmental impact of plant oper-ation for each of these changes and our appraisal is summarized in an enclosure to this letter.

We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level, and will not result in any significant environmental impact.

Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the stand-point of environmental impact and pursuant to 10 CFR 551.5(d)(4) that an environmental impact statement, or negative declaration and environ-mental impact appraisal need not be prepared in connection with the issuance of this amendment.

Since the amendment applies to the radiological environmental surveillance and thermal effluent monitoring programs, it does not involve significant new safety information of a type not considered by a previous Comission safety review of the facility.

We have also concluded that there is reasonable assurance that the health and safety of the public will not be endangered-by this action.

A copy of the Notice of Issuance is also enclosed.
