Enclosed for your information are copies of two letters from South Carolina Electric & Gas Company to the NRC Staff.

The first notes a delay in the projected fuel loading date from November, 1979 until July, 1980.

The second letter relates to two minor seismic events recorded near the Station which were previously reported to the Staff. These two events do not appear to have any significance with regard to the seismic design of the Station; however we are sending the letter to the Board and parties because te.e events may relate to Contention A4.

We will also forward any pertinent information on this topic as it becomes available.

Dear Mr. Denton:

This letter is being handcarried to you in keeping with our cutual desire to be open and candid with respect to our licensing abilities /needs. Ad-ditionally, a coccitment was tendered our then Project Manager, Miss Mar-gorie H1ynczak with letter dated March 16,1978.

We, in that letter, comitted fuel load November 1979. Further, we com-mitted to a ri erous 9 effort to follow our startup schedule and by mid-sumer to re-evaluate our position.

We have been unable to hold to our mid-su:rJer co mitmen , to our regret, due largely to lack of deveicoment of the startup schedule. During the interval March 15 - October 15,1978, our suppliers have not lived up to their com- '

c mitments and the scope of work has been substantially increased.

However, in considering the integration with startup schedule, we cannot .

meet November 1979 date and must reluctantly move our FUEL LOAD date from '

November 1979 to July 1,1980. Flag dates between now and our fuel Load date are for Cold Hydro November 1,1979 and Hot functional February 1,1980.

With the inferration at hand and the profect 77% cc:plete (manhour basis). '

we are certain the July 1980 date is realistic and may in fact be somewhat

, improved. .

_ Seismic Monitoring

Dear Mr. Denton:

Thin letter is to confim our oral discussion with members of the NRC Staff concerning two recent seismic events recorded by the seismic networks of the Applicant and the United States Geological Survey.

On August 27, 1978, seismometers recorded an event with a Richter magni-tude of approxi=stel) 2.7. In October, after analysis by USGS of data frem its strong motion accelerometer installed as part of its monitoring system, the Applicant was inforned that the August 27, 1978, event had produced a ground acceleration value of 0.23g for approximately 0.030 second. -

While such a peak acceleration is usually not associated with an event of l Richter nagnitude 2.7, the USGS has informed the Applicant that the relatively l high, but brief, acceleration'ia.r.ptjuiusnal, where the instgument was located

.less than one mile fron the epicenter ~ of the seismic event. As was initially discussed with your Projeers Licensing Staff on October 10 and'fi,1978, and further discussed in detail on October 13, 1978, with the geoscience technical -l branch, such an event is well within the seismic design parameters of the fa-cility and has no significance as far as the seismic design of the facility is concerned.

On October 27, 1978, the monitoring network recorded an event of Richter magnitude of approxisately 2.8. The corresponding ground acceleration value as recorded by the USGS strong motion accelerometer has not yet been detemined.

This information vill be made available to the Applicant after its determination by USGS. -

We vill continue to keep the Stai inf of developments with regard to this matter. I 1
