REQUEST TO AMEND CONDITIONS OF LICENSE SNM-1265 General Eler'ric Company requests that the conditions of License SNM-1265 be unended as specified herein.
The requested amendment constitutes administrative action, and does not inyt Ive changes in the security plan affecting the physical safety of s p cial nuclear material, nor the health and safety of the public or employees of Morris Operation. This action is requested concurrent with similar actions requested of Mr. R.E. Cunningham, Acting Director, Division of Fuel Cycle and Material Safety; a copy of the request to Mr.
Cunningham is enclosed.
Please note that this licensing action constitutes a eingle action; consequently a single fee is involved which has been submitted with the letter to Mr. Cunningham.
The Physical Security Flan - Norris Operation, NEDS-14507C, September, 1978, submitted October 12, 1978, incorporates provisions which eliminate the need for Condition 1.3, Amendment No. MPP-3 of License No. SNM-1265. The Security Plar now includes plans and other in-formation from the Morris operation Dnergency Plan, NED0-14506, April 1975, formerly referenced in the Security Pla.:. The require-ments of Appendix A, Amendment MPP-3 have been incorporated in the Security Plan a.c follows:

It is al.so requested that references to' the Security Plan document number-include only the basic number (NEDS-1450'/)
and not reference the revision designator-(alphabetic suffix).
This-wi11' eliminate future administrative changes to the license.to update.the revision designator.
Proposed conditions.for License No'. SNM-1265 are contained in the attachment hereto.
Please note the change in organization nomenclature (attachment item 2). Acceptance of the proposed conditions will eliminate Amendment MPP-3 and attachment.

ATTACH!1ENT-LICENSE CONDITIONS - LICENSE N0. SNM-1265 Pursuant to the Atomic Energy Act of 1954, as amended, and Title 10, Code of Federal Regulations, Chapter 1, Part 30, " Rules of General Applicability.
to Licensing of Byproduct Material, Part 40, " Licensing of Source Material,"
and Part 70, "Special Nuclear Material," and in reliance on statements and representations made by the licensee, a license is hereby issued authorizing the licensee to receive and possess byproduct, source, and special nuclear material designated below; and to transfe'r such materials to persons authorized to receive them in accordance with the regulations in said Parts. and these specifications and criteria shall not be changed without prior approval of the Nuclear Regulatory Commission.

The licensee shall comply with requirements of the Physical Security Plan -
Norris operation, NEDS-14507, including subsequent revisions, and require-ments of 10CFR70.32(d) or (e).

Special provisions for surveillance of that portion 4
of the Administration Building which constitutes a part of the protected area physical barrier and the isoli. tion zone thereof, are specified in NEDS-14507, Sections 2.1.2.1,- 4.1.3.1 and 5.5 and constitute compliance with 10CFR73.50(b)(4).
