9 Structu'ral 1.- ' Question:
Explain how the criteria for no substantial reduc-tion in effectiveness for the one-foot free drop

Question:
Show'that the plate welds would sustain the com-

.bined shear and edge bending loads for the side
. and end free drops.

Response
Plate welds will have a margin of safety of 0.313 J
~
when considered on the " Maximum Shear Theory of 4
Failure" One foot drops onto side of cask.
Plate welds will have a margin of safety of 0.123 when considered on the " Maximum Shear Theory of Failure" One foot drop onto closed end of cask.

Question:
Show the effect that the top and bottom plate laminations have on the strength of the door J
retention bolt thread strength.
Consider bolts loaded in tension and in shear normal to the plane of the plates.
Response
The separating force in the Laminated Plate area due to bolt tension is reacted by a t inch groove weld which exhibits a margin of safety of 0.22.
,) The shear force is also reacted by the same t inch groove weld and a margin of safety of 3.98 is illustrated.

Question:
Specify all of the materials of construction and
' material dimensions on the drawing, e.g., plate
+
material,1 studs, 0-rings.
Provide details of 23" y
dia hole -area through rear of packaging.
Response
All materials of construction have been noted on drawing #C001-5-9300, Revision 4.
Containment 1.
Question:
Identify specifically the containment vessel boundaries and show how the requirements of 10 CFR 71.35(a)(1) is met.
The July 13, 1977 application stated that unidentified secondary packaging pro-vided containment.
The July 12, 1978 supplement (p.15) appears to identify the outer packaging as the containment vessel.
If the secondary packaging is the containment vessel, provide drawings and analysis demonstrating the requirement of 10 CFR 71.35(a)(1) is met or speca fy the secondary packag-ing will meet the requirements of 49 CFR 173.389(j).
If the outer package provides the containment boundaries, describe how the top and bottom of the
. split door is sealed at the split, demonstrate that the compression of the 0-rings is adequate to take into account manuf acturing tolerances and the normal condition of transport environment, and describe the leak testing of the packaging taking into con-sideration Regulatory Guide 7.4. (The Containment System Assembly Verification Test, 6.4(2) of draft ANS3N14.5,3should have a sensitivity of at least
~
10 atm-cm /sec.).
Response
As stated originally in the July 13, 1977 applica-tion, the secondary packaging will provide the containment.
