STATEMENT ON ALTERNATI\ SITE EVALUATIONS UNDER NEpA FOR NUCLEAR GENE ING STATIONS (CONSENT CALENDAR ITEM)

Recent deliberations of the Commission and its Boards on Seabrook alter-native sites issues have led the Commission to conclude that the policy statement in Enclosure A to SECY-78-163 should be ' reviewed in the light of the Commission's Seabrook decision of' June 30, 1978, and amplified to provide more specific guidance in certain areas.

The Commission requests amplification of the policy statement to provide =

guidance that would, as explicitly a:, possible, address the following issues, as a minimum: ,

l.- 1When a site is "obviously superior" (or when a criterion stated differently but serving a similar function is met).

2. How many candidate sites to consider, with particular attention to acceptable methods for narrowing comparison studies to a relatively few sites.
3. Areas to include in alternative sites investigations, notably in relation to applicants' or lead applicants' service areas and state boundaries, and the bearing of distances, population levels, appli- -

cants' total power capacities, total state and regional power demands, and power-pool arrangements.

4. The nature and extent of data and analyses required about alternative sites, including the extent to which any site-dependent plant features need to be worked out.

The Commission recognizes that the impending decision of the U.S. Court of Appeals for the First Circuit in the consolidated Seabrook cases may have a bearing on the work requested by this memorandum. f!onetheless the Commission feels that it is important to actively pursue the develop-ment of a comprehensive policy position and requests that the staff a

prepare a further revision of the rule, taking into account the points raised above, and including a discussion of alternatives. This revision '

should be prepared in a draft form and discussed in depth at a Co.T.T.ission meeting in October, to allow the Corr:aission an opportunity to provide additional direction for the preparation of a proposed rule. The staff ,
