DUKE POWER COMPAllY DOCKET NO. 50-369 MCGUIRE NUCLEAR STATION, UNIT 1 APENDMENT TO FACILITY OPERATING LICENSE Amendment No. 79 License No. NPF-9 1.

The Nuclear Regulatory Comission (the Commission) has found that:

A.

The submittals by the Duke Power Company (the licensee) dated December 2, 1986, and September 25, 1987, comply with the standards and reauirements of the Atomic Energy Act of 1954, as amended (the Act) and the Comission's rules and regulations as set forth in 10 CFR Chapter i; 8.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in complianc< with the Comission's regulations set forth in 10 CFR Chapter T:

D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public: and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable recuirements have I

been satisfied.

Accordingly, Paragraph 2. E. of Facility Operating License No. NPF-9 is hereby anended to read as follows:

Duke Power Company shall fully implement and maintain in effect all provisions of the Consnission-approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Anendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 278??) and to the authority of 10 CFR-50.90 and 10 CFR 50.5d(p). The plans, which contain safeguards information protected under 10 CFR 73.21, are entitled:

"McGuire Nuclear Station Physical Security Plan,"

with revisions submitted through September 25, 1987; "McGuire Nuclear Station Training and Qualification Plan," with revisions submitted through July 3, 1986; and McGuire Nuclear Station Safeguards Contingency Plan," with revisions subitted through March 21, 1986. Changes made in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therein.

This license amendment is effective as of its date of issuance.

(2) Technical Specifications Duke Power Company'shall-fully implement and maintain ~in effect all provisions of the Comission-approved physical. security, guard training'and qualification, and safeguards contingency pitns including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to.10 CFR-73.55 (51 FR ?7817-and 27822) and to the authority of 10 CFR 50.90 and 't0 CFR 50.54(p). The plans, which contain Safeguards Information protection ~under 10LCFR 73.21, cre entitled:

"McGuire Nuclear Station Physical-Security Plan,"

with revisions submitted through Septenber 25, 1987; "McGuire Nuclear Station Training and Qualification Plan," with revisions submitted throught July 3,1986; and McGuire Nuclear Station Contingency Plan,:

and McGuire Nuclear Station Safeguards Contingency Plan," with re-visions sumbmitted through March 21, 1986.

Changes made in accordance with 10 CFR 73.55 shall be inplemented in-accordance.with the schedule set forth therein.
