BOSTON EDISON SOUTH WEYMOUTH RECEPTION CENTER RELOCATION PROGRESS STATUS REPORT NO. 3 June 13,1997

INTRODUCTION This is the last in a series of reports on the progress of establishing a replacement for the l

South Weymouth Naval Air Station (SWNAS) reception center. These status reports have been submitted on a monthly basis pending opening a new reception center. The new reception center became fully operational on May 27,1997.

The efforts described herein are those of Boston Edison Company in support of the Massachusetts Emergency Management Agency (MEMA). MEMA has overall responsibility for radiological emergency response planning in the Commonwealth of Massachusetts. Any views or opinions expressed within are those of Boston Edison and do not necessarily represent the views of MEMA or other state and local agencies.

BACKGROUND The South Weymouth Naval Air Station in South Weymouth, Massachusetts, functioned as one of the three reception centers for evacuees from a potential emergency at the Pilgrim Nuclear Power Station. Boston Edison and the Commonwealth hold a letter of agreement with SWNAS for use of the facility in support of MEMA's Radiological Response Plan.

In 1995, SWNAS was listed by the federal govemment as slated for closing. On February 6,1997, a letter from SWNAS notified Boston Edison that the base was closing and requested that all reception center equipment be removed by June 1,1997. A February 25, 1997, meeting between MEMA, Boston Edison, and SWNAS confirmed the closing dates, the base mothballing process, and the firmness of the June 1,1997, date for equipment removal.

FEMA expressed concern over :he impending loss of the facility. Sharing FEMA's concern that a replacement reception center be identified, the NRC requested Boston Edison to provide monthly updates until the new reception center is functional.

Since the last report, MEMA, Boston Edison and the town of Braintree have officially established Braintree High School and the existing town emergency management offices as a

- replacement for the SWNAS site.

- PLANS / PROCEDURES Boston Edison and MEMA have finalized revisions to the current offsite plans and procedures. " DRAFT" procedures were utilized for the training described below.

STAFFING Staffing levels for the new reception center remain more than adequate. The staff from Braintree, Quincy, and Weymouth Emergency Management remains essentially intact from SWNAS, and additional emergency workers were recruited to replace U.S. Naval personnel. A total of approximately 150 emergency workers have attended training for the 78 reception center positions.

TRAINING The first classroom training session was held at the Braintree EOC on May 8,1997, for approximately 60 people. Additional sessions were held on May 15 and May 19,1997.

A command center practical drill was conducted on May 21,1997 and a reception center practical drill was conducted on May 29,1997.

A FEMA observed drill and demonstration of the reception center and command center was conducted on May 31,1997.

FACILITY / EQUIPMENT Renovations have been completed at the Braintree Emergency Management Agency offices to accommodate the additional function of Reception Center Command Center.

Installation of telephone lines, data lines, and antenna mounting hardware have been completed at the Braintree Emergency Management offices and at the Braintree High School gymnasium.

The Command Center equipment and Reception Center equipment was moved from SWNAS to Braintree on May 21 and 27,1997, respectivelv.

OFFSITE PROGRAM SUPPORT ACTIVITIES Boston Edison and contractor personnel assisted MEMA with implementation of this project including:

- Facility / equipment design l

- Construction interface

- Revising offsite emergency preparedness program documents to reflect the new reception center location, layout and operations.

- Maintenance of emergency worker staff

- Training coordination and conduct

- Govemment/ agency interface l

Boston Edison has coordinated a public information campaign including newspaper ads, press releases, radio, and TV spots to notify the public of the reception center move.

Revisions to the Traffic Management Plan and evacuation routes were completed by a Boston Edison contractor.

Schedule The Braintree Command Center was officially established on May 21,1997, after equipment was moved from SWNAS and installed at the Braintree Town EOC.

l The Braintree Reception Center was officially established on May 27,1997, after equipment was moved from SWNAS and installed at Braintree High School.

MEMA announced through news releases and memoranda (see attached) the official i

relocation from SWNAS to Braintree on May 27,1997.

FEMA approved the relocation of the Northem Reception Center for PNPS from South Weymouth Naval Air Station to the town of Braintree (EOC and High School) after observing the reception center demonstration on May 31,1997, i

ACTIVATION OF BRATNTREE RECEPTION CENTER Effective this date, the Reception Center in the Town of Braintree at Braintree Nigh school is fully operational.

The South Weymouth Reception Center at South Weymouth Reception Center at South Weymouth Naval Air Station is now officially closed as of 5:00 p.m. today.

All operations formerly associated with the south waymouth Reception Center for the Pilgrim Nuclear Power Plant have been transferred to the Braintree High School Reception center.

l BRAINTREE HIGH SCHOOL TO SERVE AS RECEPTION CENTER l

Peter G. LaPorte, Director of the Massachusetts Emergency-Management Agency, has announced the opening of a new reception center in Braintree to serve evacuees in the event of a serious emergency at the Pilgrirn Nuclear Power Station. The new reception center is located at the Braintree High School at 128 Town Street. This site replaces the South Weymouth Reception Center, which is closing today.

Braintree High School Reception Center would provide the full range of services previously available at the South Weymouth Naval Air Station in the event of a serious emergency at Pilgrim Station requiring the evacuation of persons in the following areas:

  • All of Duxbury, including Duxbury Beach Marshfield south of Route 13g/Careswell Street and Dike Road Saquish Neck, Gumet Point, and Clast's Island in Plymouth The center would arrange for evacuees to obtain meals and ovemight accommodations at mass care shelters in the area. Staff would help in locating other family members who had also evacuated, and crisis counseling would be available. If needed, radiological monitoring of persons and vehicles would also be provided.
