Subject:

Submittal of Amendment i to GE's ABWR SSAR, Chapters 1, l 2 and 3. l l

Dear Mr. Rubenstein:

l i

Enclosed are seventeen copies of Chapters 1,2 and 3 of the Standard l Safety Analysis Report (SSAR) for the Advanced Boiling Water Reactor (ABWR). These Chapters are being submitted per the schedule shown in the ABWR Licensing Review Bases document issued August 7,1987, by the NRC Staff. As agreed at the ABWR Design Audit meeting held in San Jose on February 23,24 and 25,1988, we will update SSAR Chapter 17, Quality As.

surance, to incorporate the NRC comments. Our plan is to submit this chapter with our June 30,1988 submittal of Chapters 7 9 and 11-14.

With the submittal of these three chapters we are formally initiating re-placement of the overhead high pressure core spray sparger with high pres- l sure flooder spargers. This change directly responds to U.S. utility guid-ance contained in the EPRI ALWR Requirements Document to eliminate the j overhead sparger concept and replace it with a more favorable configura- I tion from a maintenance and surveillance standpoint. Enactment of this guidance has resulted in a flooder concept that discharges from a partial ring sparger at the periphery of the core inside the shroud. In light of the fact that the ABWR peak clad temperature remains far below the 10 CFR 51 Appendix K limit for all postulated LOCA events, this change does not al er the conclusions of the Chapter 15 safety analysis.

-t Document Control Desk U.S. Nuclear Regulatory Commission March 29,1988 Page 2 We plan to update the previously submitted Chapters 4,5,6 and 15 to reflect the change above when we submit Chapters 7-9 and 1114 on June 30, 1988. Of course, all subsequent submittals from this date forward will also reflect the replacement of the overhead high pressure core spray ,

1 sparger with the high pressure flooder spargers.
