'RE: Cooperation between the Perry Nuclear Power Plant and the Lake County General Health District ,

The Board of the Health District has been advised that u; .< 1 10 CFR 50, App. E, IV D it is advisable for the Board to enter into an agreement with Perry Nuclear Power Plant on procedures for notifying for early warning of the public and for public protective measures. 4

  1. 1 Mr. John Waldron and others from Perry Nuclear Power Plant have met with the Board to explain the nature of the agreement. Board mem- b bers realize the agreement is an additional precaution for a very  :

unlikely event. [

However, the agreement has focused attention on Board respon- -

sibils'y in both radiation control and disaster preparedness. .

Board members would like to know if the Nuclear Regulatory Commission har recommendations to make on the conduct of Board programs to meet the terns of the above agreement. Should the Board establish an environmental radiation surveillance program duplicating all or part .3 of the Perry Nuclear Power Plant surveillance program offsite? Should the Health District maintain continuous air surveillance to detect immediately a release of a relatively large amount of radioactive dust?

Should Health District and other officials operate from another conter than the offsite center of Perry Nuclear "ower Plant? Are exercises advised in disaster preparedness?

Are funds available from the Nuclear Regulatory Commission or f Perry Nuclear Power Plant to assist the Health District and other local agencies meet conditions of the agreement?
