Dear Sir:

( q -_ p. Pursuant to Section 50.59 of the Commission's Regulations, Yankee Atcmic Electric Company hereby requests to make the following changes: PROPOSED CHAMOE: Reference is made to Section 107 of the Final Hazards Summary Report. We propose the following:

                    " Plug two leaking flux detector paths using commercial tube plugs. The plugs will be installed at the threaded tubing connection at the reactor vessel head."

REASON FOR CHAMGE: During the first cycle of operation of the new in-core instrumentation system leaks developed in two flux detector paths. The leaks were isolated by closing the isolation valves in the paths. The proposed plugging technique will minimize the length of pressurized tubing. This technique was provided for in the original design of the in-core system in case the need for plugging ever arose. DESCRIPTION CF CHANGE: The plug will consist of a Swagelok type blind plug. It will be installed at the tubing joint that was provided for disconnecting the interconnecting tubing that runs from the isolation valves to the reactor vessel. The plug is a standard commercial compenent and will be rated at the same pressure and temperature conditions as the ccher tubing fittings. FIMAL HAZARDS SU!&.ARY REPORT (FHSR) . The existing description of the in-core instrumentation system is modified as indicated. Replacement FHSR pages are previded: Section 107:3, paragraph 2, add a new last sentence:

                     "Two of the flux detector thimbles have been plugged due to leakt.'

Section 107:9: Delete core positions H-2 and K-6 as instrumented locations. l Sectio:. 107 :10: Delete raths B2 and B3; add Note 4 which states," Paths B2 and B3 are not in service due to tubing leaks." SAFETY CONSIDEFATIONS,: The plant has operated in excess of eight months with no detrimental effect caused by the loss of these two paths. The distribt tien of instrumented core positions is such that, using quarter core symmetry, a full flux map can still be obtained. The plug is a standard Swagelok fitting and is rated for service conditions in excess of primary plant design conditions. Based on these factors, it is concluded that there is reasonable assurance that operation of the Yankee Naclear Power Station with flux detector thimbles plugged as described herein will not endanger the health and safety of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Ccmmittee. SCHEDJLE OF CEANGE: The plugs will be installed during the core XI-Core XII refueling outage, which is scheduled to commence on October 18, 1975. We trust the information provided is adequate. O C 107:3 i Draft  ! l l Support Structure The in-core instrumentation (thermocouples and flux detector paths) are positioned and supported in the reactor by the in-core instrumentation support structure, which is shown on page 107:4. The support structure consists of three frames, a' support plate, four guide columns, two thermocouple columns, two flux columns, twenty-two flux detector thimbles and twenty-six thermocouple thimbles. Two of the flux detector thimbles have been plugged due to leaks. Each of the three frames is constructed of flat stainless steel plate welded together to form a lattice. The control rod guide tubes occupy the open regions of each lattice. The support plate'has similar holes for the guide tubes. The two flux thimble columns and two thernccouple columns exit the reactor through the instrument port penetrations in the reactor vessel head. These penetrations are located above four of the eight fixed shim rods. A cross sectional view of the incore instrumentation is shown on page 107:4. In order that the upper core support barrel can be removed and stored for' refueling it is necessary that the flux thimbles be removed from the core. This is accomplished by the telescoping guide columns. The guide columns consist of an outer column, which supports the niddle frame, upper frame and support plate, and an inner column, which is connected to the lower frame. At refueling, the movable frames and plate are pulled upwards, which renoves the thimbles from the core. The structure is'then~ locked in this position. A cutaway view of the reacter vessel shouing the new incore instrumentation equipment is shown on page 107:4. A general view of the conoseal arrangement for the four seal assemblies is shoun on , page 107:5. Four seal assemblies are provided for the four instrument ports in the head. The thermocouple column port seal is shown on page 107:6 and the flux column port seal is shown on page 107:7. 1 1
