e-REQUEST FOR ADDITIONAL 'INFORMATION YANKEE NUCLEAR PONER STATION (YANKEE-RONE) -

DOCKET NO. 50-29

1. LThe Yankee-Rowe' Emergency Plan providos for classification of Sito

.and General Emergencies based upon specified values of_ dose rates

,~~

.and MPC multiples at'the site boundary, but your plan does not relatcLinstrument readings or alarms'in the control room to plant conditions that would indicate the onset of such classes of -emor-gencies. -In OP-3302 certain readings on two radiation instruments are noted'in conjunction with a General Emergency Procedure, but J

.=

i:.i :

tho~ significance of these readings, particularly the one specified in' rem units, is unclear and their relationship, if any, to other

]

radiological and non-radiological instrument readings is not shown 4

or discussed in your plan.

Please modify your plan to show that

'{

selected radiological and non-radiological instrument readings'and alarms in the control room are related to the dose rate and MPC criteria used to classify Site and General Emergencies.

Also, i

please include a cicar and unambiguous definition of MPC as used in,your plan.

2.

In Table 13.3-2 of your plan you list a number of steps to be taken in the event of a declared General Emergency.

It is not cicar from the listed stops, however, that offsite agencies would be noti-ficd early'in the sequence of actions taken by the Emergency Coordinator.

,.m.,,

Please provido your estimato of the elapsed time from the onset of conditions that clearly precced or actually indicato a General Emer-

,95 gency condition, to the time that responsibic offsite agencies wou'1d be initially notified.

3.

In your-plan please provide information on your coordination with the

$1 emergency plans of Vermont and Massachusetts State and/or local agencies d

with' respect to the following questions:

Which agencies would undertake the warning and instruction of possibly affected persons in the case s

of a General Emergency? How is this warning and instruction to be communicated to such persons? How does the overall planning assure

~

Jp that such warnings and instructions can be given in a timely manner?

How does the planning provide for the identification of offsite persons

==

or groups for whom early warning and instruction would be especially advantageous in the event of a General Emergency?

We note' that the' Monroe Fire Chief has requested training in his -

letter of agreement kdth you, but your; plan is silent,in this regard.

We ;also note that your Section entitled, FIRE.EhiERGENCY, j

was; incomplete at the time of. submittal of your plan. Picase pro-i vide this information and describe how. training is provided.for local support services whose. assistance may be needed in.the case of a radiation emergency, other than throughlthe mechanism of drills-

. l or exercises.

I 5.

The-statement appearing at 3b in~OP-3313 does not appear to b'c the

'most. prudent course of: action under all circumstances, and we request that it be revised.

Ci 4

6. -In your Spectrum of-Accidents Section you refer to both a Table 5.3-~3

'and a paragraph 5.3.5, neither of which-are included.

The data.in Tablo I of this Section.can be traced to Chapter-15 of your SAR, but.

l in order for this table'to stand alone it should contain (1) exposure times associated with the listed doses, (ii) a note on Class 3-B that only gap releases were. assumed and (iii) 10 CFR Part-100 dose rate critoria.

Please modify Tabic.I accordingly, give a reference to the discussion of this Section, and provide the missing parts of this.

Section to make it self-contained.
