Dear Mr. Collins:

In your letter of September 15, 1987 to Mr. E. E. Utley, Senior Executive Vice President of Carolina Power and Light Company, you indit.ated that FEMA's final 44CFR350 approval was granted for the Off-site Emergency Response Programs in support of the Company's Brunswick Nuclear Plant.

However, FEMA recc,mmended that consideration be given to increasing the frequency of the full-cycle system test of the Siren Public Warning Systems from an annual test frequency to a monthly test frequency.

Carolina Power and Light has discussed the suggested increased testing frequency with representatives of the North Carolina Division of Emergency Management.

The State agency believes that the current testing program is fully adequate to ensure their emergency plans can be implemented in the event of an emergency at the Company's Brunswick Plant.

The State also indicated that an increased test frequency may have an adverse impact on public sentiment toward the siren test program.

After installation of the Prompt Alert and Notification Systems at the Brunswick Plant, Carolina Pover and Light Company instituted a a:iren test program in full compliance with Federal guidance document NUREC-0654/ FEMA-REP-1, Revision 1,

"Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants" which requires biveekly silent tests, quarterly growl tests, and an annual full-cycle system test.

After two years operation we have maintained an operational availability well in excess of the ninety percent required by Federal guidelines.

The current method employed in the performance of an annual full-cycle siren test is a manpower intensive operation and requires the participation of over 50 people.

The current test program has also demonstrated a high operability l

percentage of sirens as indicated by the test results.

For the above reasons and because of the nature of local public sentiment toward increased frequency of full-cycle siren testing, Carolina Power and Light will continue to perform siren testing in accordance with its current program.
