i RES' responsiveness and timeliness have to be strongly coupled to the needs of the user ofEces and the Commission directives. ,
I approve the staff's proposed methodology and criteria for evaluating the need for core research capabilities. I would like to offer the following additional comments.
l The staff should ensure that the areas of research identified for assessment include those areas that are essential for the support ofcurrent and foreseeable future regulatory activities. In )
addition to the inputs provided from other NRC user ofEces, areas of research suggested by the l industry should also be considered. The 6-month evaluation of the core capability as i recommended by the staffis reasonable. '
Although RES has the lead in the assessment of the need for core research capabilities, the core research capabilities residing in NRR, AEOD, and NMSS need to be analyzed and incorporated

into the overall scope of activities. ' '
After the completion of the Core Capability Assessment Form and the resource considerations, the staff should recommend an evaluation process to reach a conclusion regarding the need for the core research capability.
