i I commend the staff for this excellent effort to develop methods and criteria for defining core research capabilities.
I approve the approach outlined in this SECY, and would give the staff the authority to make minor modifications as they deem appropriate l
without further Commission approval.

I continue to believe that RES should be given responsibility, together with the Office of Personnel, to develop and maintain an 1
agency-wide inventory of NRC technical expertise, and to provide it together with an assessment to NRC management and the Commission in the form of periodic reports.
